Electrical Installation Condition Report (EICR)

Every electrical installation deteriorates with time, earlier if poorly maintained and heavy usage. This is why it is important to have an Electrical Installation Condition Report to highlight any risks to your safety and the safety of others. It is recommended in BS: 7671 Wiring Regulations that every electrical installation is tested and inspected at regular intervals, these intervals are usually printed on a label on your consumer unit or distribution board.

Many installation may well have never been tested and will go on this way, in a poll of 500 people a worryingly high 40% of the sample claimed to have no idea as to the age of the wiring within their house, Of the remainder, 38% stated it to be 10 years old or under, 19% 10-30 years old and a final 3% over 30 years old.

When asked whether they knew how often house wiring should be checked by a qualified person, over 52% stated that they did not know. (Information supplied by the electrical safety council.)

This form of Testing (EICR) is to report only on the current condition of the installation and electrical accessories associated. It may well be that there is nothing to report about and give a clean bill of health, all well and good, on the other hand it may uncover deficiencies that need to be brought to attention. In both instances a record is produced by means of the Electrical Installation Condition Report.

Each reportable observation is given a ‘code’ to which relates the severity and recommendations.

 

Private Rented Sector

From the 1st June 2020 the goverment has brought in new legislation for Landlords in the Private Rented Sector in England. These new rules mean that all rented properties must meet the national electrical safety standards BS:7671 as ammended.

Properties are to be inspected and tested at least every 5 years or every change of tennecy whichever is sooner. This report has to be handed to the tennant within 28 days of the inspection with any recommendations or further investigations necessary carried out within 28 days. 

 

Things to Know

    • Ensure national standards for electrical safety are met. These are set out in the 18th edition of the ‘Wiring Regulations’, which are published as British Standard 7671.
    • Ensure the electrical installations in their rented properties are inspected and tested by a qualified and competent person at least every 5 years.
    • Obtain a report from the person conducting the inspection and test which gives the results and sets a date for the next inspection and test.
    • Supply a copy of this report to the existing tenant within 28 days of the inspection and test.
    • Supply a copy of this report to a new tenant before they occupy the premises.
    • Supply a copy of this report to any prospective tenant within 28 days of receiving a request for the report.
    • Supply the local authority with a copy of this report within 7 days of receiving a request for a copy.
    • Retain a copy of the report to give to the inspector and tester who will undertake the next inspection and test.
    • Where the report shows that remedial or further investigative work is necessary, complete this work within 28 days or any shorter period if specified as necessary in the report.
    • Supply written confirmation of the completion of the remedial works from the electrician to the tenant and the local authority within 28 days of completion of the works.
